All calls are collected through the TELMATE System, with no provision for incoming calls, ensuring control over communications. Emergency messages are verified and promptly delivered by NORCOR Command Staff, though false emergency messages risk revocation of telephone privileges. While conversations are subject to monitoring and recording, communication with legal counsel remains confidential and exempt from surveillance.
